VNeID Application: Electronic Identification and Authentication

The VNeID application is a digital tool developed by the National Population Data Center under Vietnam's Ministry of Public Security. It leverages population data, identification, and electronic authentication to streamline various processes for individuals living and traveling within Vietnam.

Purpose and Value of VNeID

VNeID serves as a digital replacement for traditional identification documents, facilitating the establishment of digital citizenship, government, and society. It offers functionalities that enable citizens to submit medical reports and domestic travel declarations efficiently. Moreover, VNeID aids authorities in tracing secondary COVID-19 infections and promptly notifying the public.

Access and Permissions

By using the VNeID application, users grant it the following permissions:

1. Internet Access: Allows the app to connect to the internet from the user's device.
2. Camera Access: Enables scanning the QR code on the Citizen Identification (CCCD) card to expedite the input of basic citizen information and facilitate quick travel and medical declarations at scanning points.
3. Media and Files Access: Grants access to photos, videos, audios, and files on the device to store QR code images for verification at citizen checkpoints.
4. Notification Permissions: Allows the app to send notifications to the user's device.

Collection of Personal Information

Users input data, declare medical information, and report domestic movements either for themselves or on behalf of others with their explicit consent. The personal information collected includes:

• Full name
• Phone number
• Citizen identification
• Gender
• Year of birth
• Permanent address
• Nationality
• Health status
• Place of departure and destination
• Vehicle number plate
• Exposure to individuals with COVID-19

All information is collected with the user's permission through form submissions.

User Responsibility

Users are solely responsible for their actions and the accuracy of the information they provide within the application.

Privacy and Copyright Protection

User data is securely stored and managed by the National Population Data Center, Ministry of Public Security. It is used exclusively for COVID-19 prevention and control efforts, health protection, and disease prevention. The data will not be used for commercial purposes or to infringe upon users' privacy. Data may be shared with Health Authorities and other relevant agencies to enhance COVID-19 prevention measures.

The application developers do not collect or use user information for any purposes other than those stated. They will not disclose information that could harm users or engage in any illegal activities that violate Vietnamese law or the application's privacy policy.

Additional Features

• No Location Collection: VNeID does not gather data about users' locations.
• Anonymity: Users can participate in the community anonymously. Only competent authorities can identify individuals infected or suspected of being infected due to close contact with a COVID-19 case for tracing purposes.
