The Iron Pipe is a rare fishing reward found in sewers. Both sewers offer the same drop rate; the one near Resistance Camp is easiest to access. Fast travel to the camp, then head right towards the Amusement Park. After crossing a small gap, you'll find an open manhole under a highway.

Descend into the sewer, enter the water, and begin fishing. You'll catch various junk items (sellable for money) besides the Iron Pipe.
