Mutt's Location:

Mutt is near a wolf cave southwest of the Nomads' Camp, just east of the river bathing spot. The image below pinpoints his location.

Fast travel to the Nomads' Camp for easy access. Follow the path southwest into the woods; you'll likely find yourself above the cave. Mutt's whining will guide you to the clearing near the cave, where he'll be with some wolves.
